Tamilnadu state is having the largest number of registered warehouses
in the cooperative sector. It is also having in its credit for the
introduction of e-NWR at the PACS level as the first state in the
country. The pilot projects are already in execution in Coimbatore,
Erode, Salem, Tiruppur and Namakkal districts. Considering the need
and the importance of increasing the capacity utilization of
warehouses, the institute is assigned with responsibility of conducting
Awareness Programme for Farmers, Traders and Millers; accordingly,
we have been conducting programmes in various districts. Training
Programmes on Assaying Techniques and Warehouse Management
were also conducted by our Institute for the Registered Warehouse
Managers of PACS/APCMS.

This initiative meant to enhance the capacity of warehouse managers in effectively managing warehouses and ensuring compliance with regulatory standards. These programs were covered various aspects of warehouse management, including the Warehousing (Development and Regulation) Act, 2007, accreditation procedures, scientific storage practices, pest management, financial aspects, and insurance protocols. Through a combination of theoretical sessions, practical demonstrations, and field visits, participants gained insights into best practices and regulatory requirements in warehouse management.
The Capacity Building Training Program earlier spanned five days and now redesigned as three days and targeted in-charge Managers, Supervisors, Representatives of Warehousemen, and Secretaries of Primary Agricultural Credit Societies (PACS) operating registered warehouses in Tamil Nadu. They designed to equip participants with the necessary knowledge and skills to effectively fulfil their roles in warehouse management, thereby contributing to the efficiency and integrity of the agricultural commodities supply chain.
ICM Madurai has been conducting various numbers of Assayers Training Programme that are aimed at equipping technical staff of registered warehouses in Tamil Nadu with essential skills and knowledge in assaying techniques. This initiative, sponsored by WDRA, sought to enhance the competency of warehouse personnel in conducting accurate assessments of agricultural commodities, thereby ensuring the integrity and quality of stored goods.
The Institute of Cooperative Management (ICM) - Madurai, organized various Farmers Awareness Training Programmes on Electronic Negotiable Warehouse Receipts (e-NWR) and scientific storage practices sponsored by Warehouse Development and Regulatory Authority (WDRA). These programmes aimed to disseminate farmers, traders, and other stakeholders about the benefits of e NWR and the importance of scientific storage in minimizing post-harvest losses.
1. To raise awareness among farmers, traders, and stakeholders about the
advantages of e-NWR over traditional warehouse receipts.
2. To educate participants on scientific storage practices to preserve the
quality and quantity of agricultural commodities.
3. To highlight the role of public warehousing in mitigating distress sales
and facilitating access to finance through pledge financing.
4. Familiarize participants with the salient features of the Warehousing
(Development and Regulation) Act, 2007, and the process of transitioning to e-NWR.
5. Provide practical insights into the Agri-financing process and the benefits
of opening accounts on repository platforms.
